Ce nouveau découpage prévoit une nouvelle division du Royaume en 80 départements de 18 lieues sur 18.<br />

Le nombre exact 83 des départements et leurs frontières sont fixés le 26 février 1790 et leur existence prend effet le 4 mars suivant. Leurs limites sont définies de telle façon que leur chef-lieu peut être atteint en une seule journée de cheval.<br />
